- Accountabilities : Within the delegated authority, the Logistics Officer will be responsible for the following duties :
- Establish reports based on logistics movements and distribute them according to requirements;
- Define logistics strategy within the WFP policies and procedures and ensure effective integration of logistics operations;
- Advise on logistics management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy;
- Organise, lead and participate in regional logistics meetings including the local transport committee;
- Manage logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of WFP cargoes;
- Identify, mobilize resources, implement and report on special logistics operations;
- Ensure the integrity of transport information, including commodity tracking in WFP standard systems;
- Prepare and maintain transport information for reporting purposes;
- Assess offers for transport and prepare submission to the local transport committee;
- Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
- Ensure effective Landside, Transport, Storage and Handling (LTSH) management including project budgetary review and regular LTSH reviews;
- Ensure effective commodity management and quality control;
- Ensure adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews;
- Ensure that all staff are adequately trained, and identify any additional training needs to achieve high working standards;
- Coordinate and provide logistics support to ongoing air, land, sea, or rail operations in the area;
- Coordinate logistics operations with other organizations in the area;
- Manage WFP’s field security arrangements and coordinate any evacuations;
- Support logistics staff in other offices;
- Supervise staff as required;
- Perform other related duties as required.
Resources are identified and mobilized for successful logistics operations .
- Critical success factors :
Organization and coordination skills. Analysis of data to reach initial conclusions in support of
work conducted by another officer. Knowledge of commodity management practices. Maintain
effective work relationships with logistics counterparts and staff within the regional/country
office. Ability to deal patiently and tactfully with people of different national and cultural
backgrounds.
IV. QUALIFICATIONS :
Education:
University degree in business administration, engineering, computer science, statistics or economics (preferably transport economics), or equivalent professional experience or extensive relevant logistics experience.
Experience:
At least three years or more of postgraduate professional experience in commercial or
government transportation and ancillary sectors with at least two years experience as a
manager in a commercial company or NGO.
Knowledge:
Training and/or experience utilizing computers, including word processing, spreadsheet and
other standard WFP software packages and systems. General knowledge of UN system
policies, rules, regulations and procedures governing administration.
Language:
Fluency in both oral and written communication in the UN language in use at the duty station
and in the duty station’s language, if different.
Desirable skills:
Proficiency in a second official WFP language; good negotiation skills; ability to communicate effectively by radio.
